Like it or not, rowdy carousing on the streets after bar close is a natural part of city life. Contrary to what Ottawa Police Association president Matt Skof says, people leaving bars en masse is not an ?event.? That some people cause havoc after leaving the bars, straining police resources, does not justify levying a fee from bar patrons. It?s an issue for management and administration to figure out. That, and it proves just how important it is to have bylaw officers? hours extended beyond 2 a.m. and remain so to support our officers. As Senator Vern White has pointed out, the increase in procedural steps, among other things, has caused a strain on policing finances Canada-wide. Perhaps we should address that issue, before considering extra fees.
